La gloria y el triunfo no son más que un estímulo al cumplimiento del deber.

La inteligencia tiene dos fases distintas: la de creación y la de aplicación: cuando aquélla no se une a ésta, hace desventurados y mártires, enfermos incurables del dolor perpetuo de la vida: la de la aplicación, con ser menos noble, es más adecuada y necesaria a la existencia: una y otra mezcladas, son el germen escondido del bienestar de un país.

La naturaleza inspira, cura, consuela, fortalece y prepara para la virtud al hombre. Y el hombre no se halla completo, ni se revela a sí mismo, ni ve lo invisible, sino en su íntima relación con la naturaleza.

El genio va pasando de lo individual a lo colectivo. El hombre pierde en beneficio de los hombres.

Este blog pretende ser un espacio que exprese las voces alternativas, el sentir de los movimientos contestatarios que desean abrirse al mundo y pronunciar los reclamos de los indignados, la historia de la gente sin historia, los cambios de mentalidades.

Apuesta por un uso interactivo de las redes sociales en Internet, particularmente con Twitter y LinkedIn (la red social de los profesionales) para intercambiar de diferentes formas con los internautas interesados.

Los temas centrales serán las relaciones interamericanas, las políticas antidrogas, los desechos humanos, la gobernabilidad, la seguridad ciudadana, la democracia y la política exterior y de seguridad de EE.UU. hacia Nuestra América.

EE.UU. y la institucionalización de “un nuevo orden panamericano” en Nuestra América

 Concluía la política de Guerra Fría con el derrumbe del llamado campo socialista de Europa del Este. En este escenario el presidente George Bush padre (1989-1993), planteó la necesidad de construir un “nuevo orden mundial” donde se consolidara la hegemonía estadounidense. Para las relaciones panamericanas, este interés hegemónico fue proyectado a través de instrumentos político-jurídicos, económicos, militares, de seguridad e ideológico-culturales, en interés de configurar “el nuevo orden panamericano”. (Suárez Salazar, 2003)

En la arena Latinoamericana y caribeña vieron el fin varios procesos progresistas en Centroamérica, con la derrota del FSLN de Nicaragua en las elecciones de 1990 y la “solución política y negociada del conflicto salvadoreño” (enero de 1992).
Las administraciones de George H. W. Bush (1989-1993) y William J. Clinton (1993-2001) en la década del 90 y de George W. Bush (2001-2009) y Barack Obama (2009- ) hasta la actualidad, han reflejado la continuidad del interés de una política de Estado, independientemente de los cambios y matices ajustados al contexto histórico e internacional, las condicionantes internas de ese Estado-nación y las características de cada presidente.
En el plano militar y de seguridad ya se venían preparando nuevos enemigos que sustituyeran la “batalla” contra el comunismo, y continuaran alentando el Complejo de Seguridad Industrial  para el enfrentamiento al llamado narcotráfico. (Perdomo, 2012) En este sentido, el gobierno de Ronald Reagan (1981-1989) había incentivado la guerra contra el flagelo de las drogas, con una militarización que ha sido continuada por los diferentes gobiernos demócratas y republicanos de ese país.
El contexto internacional para la política exterior y de seguridad del líder del sistema-mundo (según la teoría de I. Wallerstein), estuvo incidida por la Guerra del Golfo Pérsico entre 1990 y 1991. La necesidad de nuevas guerras por el control de recursos naturales geoestratégicos, adquirió como justificaciones más útiles la lucha contra el terrorismo y contra el narcotráfico, aunque también fueron revalorados los temas de las migraciones descontroladas, la gobernabilidad y los derechos humanos, entre otros.
El sistema interamericano se reajustó para ello, con nuevo aparato categorial, de principios y valores acordes al nuevo contexto internacional. Entre los instrumentos político-jurídicos de este periodo se destaca el Compromiso con la Democracia Representativa y la Modernización del Sistema Interamericano, aprobado en 1991 en la Asamblea General de la OEA, en Santiago de Chile. Este adecuaba la institucionalidad de sistema interamericano con principios y valores, susceptibles de ser reinterpretados de manera desfavorable para gobiernos latinoamericanos y caribeños, que resultaran perjudiciales para las pretensiones imperiales de UE. Estas reformas de la OEA impulsadas por Washington en la posguerra fría, contaron con la cooperación de Canadá.
Como parte de esas reformas fue firmado en 1991 el Protocolo de Washington, el cual invalidaba los principios del “pluralismo ideológico y político” establecido en el Protocolo de San José en 1975. En septiembre de 2001, fue aprobada la Carta Democrática Interamericana (CDI), que revaloraba los la necesidad de “promover y consolidar la democracia representativa”. Con ello, se ponderaba la necesidad de consolidar la democracia y el Estado de derecho en los países miembros.
La firma de la CDI ocurre en un complejo escenario internacional, luego de los ataques terroristas contra las Torres Gemelas (World Trade Center de Nueva York) y el Pentágono de Estados Unidos de América, que aprovechó muy bien la diplomacia estadounidense para impulsar la aprobación de este documento, con el conmovedor discurso del ex Secretario de Estado, Colin Powell, en la Asamblea General de la Organización de los Estados Americanos (OEA), en Lima. Estos hechos “validaron” la Estrategia de Seguridad Nacional de EE.UU. de 2002, que dio a conocer públicamente el presidente G.W. Bush, la cual ha tenido un impacto significativo en el sistema interamericano. (Véase: Suárez, 2003)
Los instrumentos económicos de EE.UU. para Nuestra América, también han ejercido un papel notorio en la conformación del “nuevo orden panamericano”. Estos tuvieron una base inicial en 1990, cuando ese país emitió una serie de recetas económicas para los países de la región, a través del Consenso de Washington. Estas políticas económicas tenían como fin, perpetuar la dependencia estructural a la economía estadounidense e incrementar la explotación del hemisferio occidental.
También con ese objetivo fueron promovidos algunos acuerdos económicos-comerciales como la fracasada Área de Libre Comercio de las Américas (ALCA), y otros más efectivos como el Tratado de Libre Comercio para América del Norte (NAFTA por sus siglas en inglés), entre EE.UU., Canadá y México; el Tratado de Libre Comercio (TLC) entre Estados Unidos, Centroamérica y República Dominicana (DR-CAFTA) y los TLC para los países de Suramérica (Colombia, Perú y Chile).
En el plano ideológico-cultural, se incrementó la diplomacia ciudadana y el trabajo con los llamados sectores vulnerables de las sociedades latinoamericanas y caribeñas, con la influencia de los patrones ideológico- culturales, reforzados con el poderío sobre los medios de comunicación y la industria cultural (Hollywood). También en el orden ideológico e intelectual, se han apoyado en la influencia de ideólogos estadounidenses provenientes de los centros de pensamiento y su rotación por los diferentes gobiernos, lo cual ha tenido un impacto considerable en el ejercicio de una política exterior y de seguridad más ajustada a las preferencias e intereses de cada país y subregión.
En este sentido, fue importante la actuación de académicos como Anthony Lake y Richard Feinberg en la Administración del William Clinton.  (Suárez, 2003) Influido por este pensamiento, el gobierno de Clinton avaló la necesidad de una renovación de las relaciones político-diplomáticas hacia el hemisferio, donde se revaloraba, entre otros aspectos, la atención a la sociedad civil. Orientada en este fin, la Administración de W. Clinton, convocó en 1994 a la Primera Cumbre de las Américas (sin la presencia de Cuba), realizada en Miami entre el 9 y el 11 de diciembre de ese año.
Los objetivos de esta cumbre y sus posteriores ediciones han estado encaminados a concertar los intereses interamericanos de una forma más hábil e inteligente. Con estas reuniones, el gobierno estadounidense logró un nuevo foro donde reajustar el sistema interamericano a los nuevos tiempos, haciendo hincapié en aquellos aspectos que resultan más factibles para los objetivos de política exterior y de seguridad de Washington en la región.
En las Cumbres de las Américas de los años 90 EE.UU. contó con el apoyo canadiense para consolidar las políticas del llamado “espíritu de Miami”, que acentuaban las asimetrías existentes entre Canadá y EE.UU. respecto a Latinoamérica y el Caribe. En 2001, Canadá fue sede de la Cumbre, realizada en la Ciudad de Québec, donde mantuvo una política descontextualizada de la realidad regional, abogando por la inclusión de conceptos como la “seguridad humana” -que luego han sido utilizados por el Imperio estadounidense para las intervenciones, bajo la llamada responsabilidad de proteger- que amenazaban el respaldo la soberanía y la no intervención  en los pueblos de Nuestra América.

En el orden militar han continuado las intervenciones estadounidenses en la región, con un trabajo más coordinado entre el poderío militar (hard power) y los instrumentos político-diplomáticos, culturales e informacionales (soft power,) que han perfilado la diplomacia interamericana, ganando el apoyo  de países como Canadá. Este país, influido por concepciones de política exterior y de seguridad, que priorizaban elementos de seguridad transnacional, como la lucha contra el tráfico ilícito de drogas y otros delitos  conexos, sobre aspectos de la seguridad nacional, apoyó a EE.UU. en las llamadas  “intervenciones democráticas” en Perú (1992), Guatemala (1993), Haití (1994) y Paraguay (1996).
Estos hechos denotan como EE.UU. ha perfeccionado los instrumentos del poderío nacional (Perdomo, 2012) para justificar las incursiones imperiales como humanitarias, en aras de preservar la estabilidad, la gobernabilidad y la seguridad humana. Entre los ejemplos más significativos se destacan:
- La ratificación del  Tratado de Libre Comercio de América del Norte (NAFTA) por el Congreso estadounidense y la Casa Blanca en 1994, con las “enmiendas laboral y medio ambiental”. (Suárez, 2006)
- La intervención en Haití, luego del golpe de Estado contra el gobierno del presidente Jean-Bertrand Aristide en 1994. Posteriormente a su devolución, Washington obligó a ese presidente reelecto (2001-2003) a aceptar el tutelaje de la OEA en los asuntos internos y seguir su liderazgo en la guerra antidroga, y un control de la emigración hacia Estados Unidos.
- La firma de un tratado acuerdo entre EE.UU. y El Salvador para la creación de un  centro de monitoreo de la Marina de Guerra de ese país, con el que se aseguraba el control del espacio aéreo y marítimo de la subregión centroamericana.
- El Plan Colombia
- La Iniciativa Regional Andina (IRA)
- La Iniciativa Mérida
- La Iniciativa de  Seguridad Regional para América Central (CARSI)
- La Iniciativa para la Seguridad de la Cuenca del Caribe
- La reactivación de la IV Flota
- El uso de 7 nuevas bases en Colombia
- La injerencia de agencias como la USAID, la NED y la DEA en los asuntos internos de gobiernos reformistas-revolucionarios y nacionalistas de la región.
Estas transformaciones permiten reconocer la existencia de un “nuevo orden panamericano” para el cual los países de la región deben articular sus diferencias y unirse sobre lo que los funde, “como la plata en las raíces de los Andes”, para evitar que el “gobierno permanente” de los EE.UU. (Suárez Salazar, 2003) consolide su proyección hegemónica sobre Nuestra América.

Alejandro L. Perdomo Aguilera (1985). Se graduó de Licenciado en Historia en la Universidad de La Habana, en 2009 con título de Oro;
 Realizó su Maestría de Relaciones Internacionales del Instituto de Relaciones Internacionales “Raúl Roa González” (ISRI) de la edición de 2011
Es investigador del centro de Investigaciones de Política Internacional de Cuba y en este momento se desempeña como  Fellow Researcher del Center for Latin American and Latino Studies en American University, en Washington DC.
Además ha cursado varios postgrados en la Maestría de Historia Contemporánea y Relaciones Internacionales de la Facultad de Filosofía e Historia de la Universidad de La Habana. También ha realizado varios postgrados en la Facultad de Derecho, en la Facultad de Comunicación Social y en la Facultad Latinoamericana de Ciencias Sociales (FLACSO), de la Universidad de La Habana. Tiene un diplomado sobre “Introducción al Derecho Estadounidense, las instituciones legales de los Estados Unidos y la tradición del common law”, organizado por la Unión Nacional de Juristas de Cuba, la Facultad de Derecho de la Universidad de La Habana y la Universidad de Pensylvania.  También posee un Diplomado sobre Periodismo Digital organizado por el Instituto Internacional de Periodismo José Martí y la Facultad de Periodismo de la Universidad de La Habana.

Ha publicado varios artículos y ensayos en la esfera de las relaciones Internacionales sobre temas de seguridad, tráfico ilícito de drogas y otros delitos conexos, relacionados con la política exterior y de seguridad de Estados Unidos hacia América Latina y el Caribe. Es experto en temas política exterior y de seguridad, las relaciones internacionales y, e particular, relaciones entre Cuba y Estados Unidos. Fue investigador del Centro de Estudios sobre América (CEA) de 2009 a 2010; trabaja en el Centro de Investigaciones de Política Internacional (CIPI), desde el año 2010.

Participation in the development of CIPI research project: "Trends and projection of socio-economic, political and ideological processes of the United States of America in the second decade of the XXI century: Paper, influence and manifestations in the process or shaping policy toward Cuba. Limits, weaknesses or vulnerabilities, threats, strengths and opportunities for advancing the goals of Cuban foreign policy towards the United States of America." Directed by Dr. Soraya Castro Mariño.

Between 2011 and 2012 I worked on the following projects:

·         Title: "Latin American Political Map, economic, political and social factors determining the evolution of the political scene until 2020. Implications for Cuba." Scientific Leaders: Lourdes M. Regueiro and Juan A. Cordero. The central objective of my research was to analyze the impact of illicit drug trafficking and its socio-political and economic implications. Role of the armed forces, police or others in the fight against drugs, particularly private utilities and defense. The Merida Initiative, as an instrument of U.S. domination .

2010-2012

·         Title: " Centers of thought, media and social networking sites globally : Mechanisms system of ideological domination of the Central Powers . Scientific leader : Lourdes Regueiro Bello and Rhenium Diaz Triana.

·         Research objectives: Analyzing social networks as an instrument of ideological domination by the Central Powers in 2020.

·         Rate the rebellious potential of social networks on the Internet.

2010-2011

·         Title: "Trends and prospects of the main issues on the global agenda in the framework of the United Nations: future threats and opportunities," in which I participated in the development of the first chapter entitled "Impact of illicit drug trafficking." Good communication skills acquired during my experience as a student assistant at the University of Havana. Also taught when he attended the Bachelor degree in History and at campuses in Havana.
